Rocky View County Council Approves Aggregate Resource Plan

At a second public hearing on July 15, 2025, Rocky View County Council unanimously approved the Aggregate Resource Plan (ARP). The process of consultation and drafting the ARP has been ongoing for years. Some of the latest consultation included a report from the Stakeholder Advisory Committee, which had industrial, agricultural and residential representatives. The ARP received overwhelming support from residents and no substantive opposition from industry at the two public hearings held on June 18 and July 15, 2025.

The ARP includes such policies as improved haul route oversight for gravel pits, a 1.6 km buffer between residences and aggregate operations and an Aggregate Site Monitoring Bylaw. 

Gravel always will be needed. Given that its extraction and processing have negative impacts on people and the environment, having it mined responsibly and in the right locations is important. These policies and procedures are substantial developments that will help govern the industry in Rocky View County going forward.
