Rocky View County Council Approves Municipal Development Plan

On September 16, 2025, Rocky View County Council adopted the new Municipal Development Plan (MDP.) This is the County's most important planning document, guiding development on lands located outside of area structure plans. While Church Ranches is covered by the Bearspaw Area Structure Plan, the MDP can affect living in Church Ranches by governing what happens in the surrounding areas. As of September 30, 2025, the MDP replaces the County Plan. You can find information on the MDP here.

Rocky View County Council Approves Aggregate Resource Plan

At a second public hearing on July 15, 2025, Rocky View County Council unanimously approved the Aggregate Resource Plan (ARP). The process of consultation and drafting the ARP has been ongoing for years. Some of the latest consultation included a report from the Stakeholder Advisory Committee, which had industrial, agricultural and residential representatives. The ARP received overwhelming support from residents and no substantive opposition from industry at the two public hearings held on June 18 and July 15, 2025.

The ARP includes such policies as improved haul route oversight for gravel pits, a 1.6 km buffer between residences and aggregate operations and an Aggregate Site Monitoring Bylaw.

Gravel always will be needed. Given that its extraction and processing have negative impacts on people and the environment, having it mined responsibly and in the right locations is important. These policies and procedures are substantial developments that will help govern the industry in Rocky View County going forward.

This is the County's top-level planning document, providing guidance for all development in Rocky View County. You can find the new draft MDP here. The survey is open from May 2 - June 1, 2025, and can be found here.

Residents/landowners also can provide feedback in person at Open Houses throughout the month of May.
Aggregate Resource Plan Still Under Discussion; Public Hearing in June

The updated Aggregate Resource Plan (ARP) is still under discussion. Administration provided Rocky View County Council a report on the ARP at the April 22, 2025, Council meeting. Staff reported that 266 individuals provided feedback on the draft ARP documents which indicated strong community support for the ARP. Staff said that the community indicated a preference for stronger policies related to such issues as setback distances; better access to information on aggregate sites; stronger proactive monitoring with both scheduled and unscheduled inspections; stricter penalties for non-compliance; improved monitoring of air and water quality; stronger monitoring of truck traffic; improved requirements for public engagement; and the importance of independent third-party reviews of technical studies. Council will have their own workshop on the ARP on May 22, 2025, for further consideration.

At the April 22, 2025, hearing, Council's discussions showed that not all councillors are in favour of the ARP. Some councillors are concerned about restrictions to gravel operators. As such, it will be important for community members to show up at the public hearing about the ARP planned for June 2025.

Important Dates - Bearspaw Area Structure Plan Review

The Bearspaw Area Structure Plan is under revision and review. The Bearspaw ASP is important to everyone in Church Ranches. The ASP covers such things as land use strategy, which, in part, applies to aggregate extraction (gravel pits) in Bearspaw, including in the vicinity of Church Ranches. The most recent draft ASP (December 2024) proposes to prohibit new aggregate development within the ASP, an important point that needs to be supported by our community if we wish to keep gravel pits away from our residential areas. The key dates are:

January 8 - Rocky View County will be holding an online information session. To register, please contact the Planning Team at Planning_Policy@rockyview.ca .

January 28, 9:00 am - Rocky View County Council will hold a public hearing for the Bearspaw Area Structure Plan at a Special Council Meeting.

Damage to Common Lands Property

The Board is aware of damage to pathways and trees on the Common Lands that took place over October 21-22, 2023. This damage is the result of a police incident that began in Calgary and ended, after pursuit by car and helicopter, on private property in Church Ranches. One individual was arrested after driving on some of the Church Ranches pathways and through the gate at the service garage driveway. The truck, abandoned after a crash, had to be removed with a tow truck. The Board is getting estimates for the repairs.

Fire Damages Area on the Common Lands

On May 22, 2023, fire damaged part of the common lands. Neighbours pulled together to help put out the fire, which seemed to start along the pathway and jumped to an additional area. The fire department also attended. Had the fire not been discovered and fought by homeowners, it could have spread quickly to neighbouring properties. Please exercise caution and common sense during these dry spring conditions. Open fires are not permitted anywhere on the common lands.

2023 RVC Budget finalized with 3% Property Tax Increase

Rocky View County Council gave the County budget final approval. This budget includes a 3% increase in property taxes. In December, it was estimated that a 6% increase would be needed to cover the county's 2023 operations and capital investments. Because of growth in the County's assessment base, Council was able to meet its budgetary goals with the smaller property tax increase.

Spring is in the air, which means coyote pups may soon be in the area. Breeding season for coyotes is in January and February, with pups being born in April and May.
At our AGM on Tuesday, February 28, 2023, Dr. Shelley Alexander, University of Calgary, will be giving a presentation on Living with Wildlife.

"Dr. Alexander is an international canid specialist and conducts field-based analysis of carnivore ecology, specializing in coyotes and wolves. She has studied human-wildlife relationships in the southern Alberta region since 1990. ... In 2005, she launched the Calgary Coyote Project, studying urban and rural coyote ecology and human-coyote conflicts across Canada. During that time she spearheaded Living With Coyotes, which was the first on-line educational and citizen-science monitoring tool developed for coyotes in Canada. In 2015, she founded the Foothills Coyote Initiative...which encompasses Calgary and the surrounding foothills parklands...." (University of Calgary website)

Given how often we encounter these four-legged neighbours in our community, this promises to be an informative talk. Welcome to Dr. Alexander!

Bridge repairs are underway and almost complete at Cody Lake (Lake 2.) Weeping tile is now installed which will allow for water drainage during the freeze/thaw cycles. This will ensure the approach structure stays solid for many more years.

Signs of Spring!

Peepers chirping, red wing blackbirds singing, crocuses blooming, goslings hatching: these are sure signs of spring in Church Ranches! Besides seeing our beloved flora and fauna, the waterfall is now running, the volleyball net is up and the aerators are running in all three lakes. Enjoy our beautiful spring!

Community Members Taking Action!

Thank you to community members who are taking the initiative to modify their spiked fences and gates. Spikes present a hazard to our wildlife. A news article reported an incident in Watermark in October where a juvenile moose was impaled and killed on a fence spike. Similar events have happened in the past in Church Ranches.

If you currently have a spiked gate or fence, please consider retrofitting it as others are doing to protect our wildlife - and prevent seeing a gruesome sight.

As a reminder that the CRHA Board will NOT approve a new gate or fence with spikes.

New Signage and More Patrols

In response to residents' concerns, the CRHA has purchased new easel-style signage for various entry points to the Church Ranches common lands. The CRHA Board hopes that these signs will inform and deter non-residents from using the private paths, lakes and beaches unless accompanied by a Church Ranches member or family member. Security patrols have increased. We appreciate your understanding and cooperation if you are approached by a security patrol. Should residents have concerns about trespassing, large groups, property damage or have late-night noise complaints related to use of the common lands, please contact the non-emergency Cochrane RCMP phone number: 403-851-8000.

Landscaped Entrances and Islands Refreshed

You may have noticed that the Parks Committee has been hard at work getting the Church Ranches landscaped entrances and cul-de-sac islands cleaned up and refreshed. In April, Prairie Woodlands Tree Care pruned and took away deadwood. Recently the beds have been weeded and have some new plantings and cedar bark mulch. The CRHA has invested in a water tank to help the new plantings thrive. Lovely - just in time for summer!

Updated Homeowner Guidelines for Projects Under the Restrictive Covenants

The CRHA Membership Committee has updated guidelines for homeowners who wish to make improvements to their properties that are covered by the Restrictive Covenants. Some projects will require permits from Rocky View County and proof of those permits to the CRHA Board. A reminder that removal of trees and shrubs outside the 3/4 acre development envelope is prohibited under the Restrictive Covenants. Limits also are placed on changing a lot's elevation, removing earthen material and rocks and changing surface drainage. Thank you for your cooperation.
